HEIC is Apple's default camera format since iOS 11, roughly half the size of JPG but poorly supported outside Apple devices. PNG is a lossless format with transparency support, ideal for logos, screenshots and graphics with sharp edges.
Almost everyone converting HEIC to PNG is holding an iPhone photo that Windows, an Android app or an upload form has refused. iOS switched to HEIC to save space and the rest of the world never followed, so the file is fine and nothing will open it.
Expect the PNG to be bigger than the HEIC you started with — often several times bigger. That is not a fault: PNG stores every pixel exactly rather than approximating them, which is the whole point of it, and it costs space. If what you actually want is a smaller file, compress it instead.
