Compressing a photo throws away detail to make the file smaller. How much it costs you depends on how far you push it: halving a photo straight off a phone is usually invisible, a quarter is often fine, and a tenth will show. The slider is set in terms of the size you want, and the figure underneath is measured on your actual picture rather than guessed — so you can see the trade before you commit to it.
Most people do this because a website or form refuses a file as big as the one their phone produced, because an email will not send, or because their storage is full. Your photos keep the same format they came in as, so everything that opened them before still will.

How much smaller will my images get?
As much as you ask for — the slider is a share of the original, so 50% aims at half. Photos straight off a phone or camera reach that easily. Ones already squeezed once, say saved from WhatsApp, may not get there at all, and the result will say what it managed.
Will my photos come out smaller on screen?
No — they stay exactly the same size to look at, they just take up less space. If you want them physically smaller too, Resize Images usually saves a lot more.
