HEIC is Apple's default camera format since iOS 11, roughly half the size of JPG but poorly supported outside Apple devices. ICO is the Windows icon container, holding several sizes in a single file.

Why does Windows say my icon is 16x16?
Because an .ico holds several pictures at once, and Properties shows the first of them. Yours contains 16, 32, 48 and 256 pixel versions — Windows picks whichever suits the taskbar, the desktop or a file listing.
Why will nothing open my HEIC files?
iPhones have saved photos as HEIC by default for years, but most things outside Apple still cannot open them — Windows, plenty of Android apps, and a lot of websites you try to upload to.
